  Chapter I General provisions
 
  Article 1 These Rules are formulated in accordance with the Regulations on the Work of the Commission for Discipline Inspection of the Communist Party of China and the Supervision Law of the People's Republic of China in order to strengthen and standardize the work of the accredited offices of discipline inspection and supervision organs。

  Chapter 2 Organization setting
 
  Article 6 The Central Commission for Discipline Inspection and the State Supervisory Commission shall appoint discipline inspection and supervision teams to Party and state organs at the central level and to centrally administered financial enterprises。Local discipline inspection commissions at all levels shall appoint discipline inspection and supervision teams to Party and state organs at the same level and state-owned financial enterprises under their jurisdiction。

  Article 7 The main person in charge of the accredited agency shall serve as a member of the Party group (Party committee) of the stationed unit in accordance with the provisions, perform the responsibility of supervision, and shall not be in charge of the work of the stationed unit。
 
  The main person in charge of the accredited agency shall carry out exchange and regular rotation。

  Chapter III leadership system
 
  Article 10 Party committees at all levels shall strengthen the leadership over the work of the accredited offices of discipline inspection and supervision organs, improve the mechanisms of institutional establishment, cadre management and job security, listen to the reports of the supervisory committees of discipline inspection commissions on the accredited supervision work, and promote the accredited offices to perform their duties。
 
  Article 11 Resident units shall support and cooperate with the work of accredited agencies, take the initiative to timely inform important information and important issues, provide relevant materials according to the needs of accredited agencies, and create conditions and provide guarantees for accredited agencies to carry out their work。
 
  Article 12 The accredited office shall be under the direct leadership and unified management of the dispatched authority, and shall be responsible to and supervised by the dispatched authority。
 
  Standing committees of commissions for discipline Inspection at all levels shall regularly hear reports on the work of accredited supervision。The competent leaders of the dispatched authorities shall hold regular meetings of the heads of the accredited agencies and regularly study the work with the principal heads of the accredited agencies。
 
  Article 13 The relevant departments of the dispatched authorities shall, in accordance with their functions and responsibilities, strengthen the guidance, contact, service and guarantee for the accredited agencies。
 
  The supervision and inspection department assists the responsible leaders in contacting the accredited institutions for daily work:
 
  (1) To guide and urge accredited agencies to perform their duties;
 
  (2) examine and check the problems and matters requested by the accredited agencies for instructions and reports;
 
  (3) To supervise and supervise the handling of important cases and matters assigned by the dispatched authorities;
 
  (4) Handling important matters submitted by accredited agencies for support and coordination;
 
  (5) To inform the accredited agency of the general problems and talk reminders, criticism and education, ordered inspections, exhortations, etc. of the leading team and its members stationed in the unit, and other personnel stationed in the higher level party committee of the unit;
 
  (6) To carry out other work in liaison。
 
  Article 14 The relevant departments of the dispatched organs shall jointly carry out the following supervision work with the accredited offices:
 
  (1) To carry out special inspections and promote the implementation of the decision-making and deployment of the Party Central Committee in the units stationed in the country;
 
  (2) Study and judge the political ecology of the units in which they are stationed, and carry out targeted supervision;
 
  (3) To carry out special investigations and studies, find and analyze industry-specific and systemic integrity risks such as the use of public power and resources to set up rent-seeking, illegal employment after leaving office, and put forward opinions and suggestions to resident units or urge them to carry out special governance;
 
  (4) To support and cooperate with the dispatched organs at the same level of the Party Committee inspection agencies to carry out work and supervise the rectification;
 
  (5) promote the implementation of discipline inspection and supervision recommendations by the resident units;
 
  (6) Other supervision work that needs to be carried out jointly。
 
  Article 15 The supervision and inspection department and the examination and investigation department of the dispatched organ may, upon approval, directly handle or organize or direct the handling of major and complex cases under the jurisdiction of the dispatched organ。
 
  Article 16 The relevant departments of the dispatched organs shall guide and coordinate the dispatched organs to cooperate with the local discipline inspection commissions and supervisory commissions to carry out the following work:
 
  (1) Coordinate special inspections and special supervision to help solve outstanding problems in relevant systems and fields;
 
  (2) to cooperate in taking measures for supervision, inspection, review and investigation;
 
  (3) to determine through consultation the jurisdiction of suspected violations of discipline, duty violations and duty crimes of Party members, cadres and objects of supervision in the unit, or the dispatch office to report to the dispatch office to designate the relevant local discipline inspection supervision committee;
 
  (4) Jointly examine and investigate cases of suspected violations of discipline, duty violations and duty crimes of Party members and cadres stationed in the units and objects of supervision;
 
  (5) Other work requiring collaboration。
 
  Article 17 The relevant departments of the dispatched organs shall organize and guide the cooperation and cooperation among the accredited agencies in the following work:
 
  (1) Carry out special supervision for common or related problems simultaneously;
 
  (2) Conducting joint examination and investigation of major and complex cases;
 
  (3) to cooperate in case trial, review and review;
 
  (4) Carry out cross-inspection or joint inspection of the implementation of the important work assigned by the dispatched organs;
 
  (5) Jointly conducting research and training;
 
  (6) Other work requiring cooperation。
 
  Article 18 The accredited institutions shall strengthen the business guidance and supervision and inspection of the discipline inspection institutions located in the units and the discipline inspection institutions directly under the units, urge and support them to play their functions, promote the construction of the team of discipline inspection cadres, strengthen political education and professional training, and coordinate the personnel to carry out supervision and enforcement work。
 
  Article 19 The discipline inspection and supervision team dispatched to the vertical management unit shall strengthen the business guidance and supervision and inspection of the discipline inspection institution at the next level of the unit, coordinate the work of the discipline inspection institution at all levels of the unit, and promote the implementation of supervision responsibilities at all levels。The supervision and enforcement work of the discipline inspection agency at the next level is mainly based on the leadership of the discipline inspection and supervision group, and the clue disposal and case investigation should be reported to the Party group (Party Committee) at the same time。
 
  The work of the accredited offices of state-owned enterprises and state-owned financial enterprises shall be carried out with reference to the provisions of the preceding paragraph。
 
  Article 20 The discipline inspection and supervision working committees of the organs dispatched by the commissions for discipline Inspection and supervision at all levels shall, in accordance with the provisions, handle the cases examined and investigated by the relevant accredited institutions and report the case handling work to the dispatched authorities on a regular basis。Under the leadership of the dispatched authorities, establish and improve the case quality evaluation mechanism, and feedback the evaluation results to the accredited agencies。
 
  The discipline inspection and supervision work committee shall strengthen the communication and coordination with the accredited institutions, and coordinate the discipline inspection work of the Party and state organs and departments at the same level。
 
  Article 21 The discipline inspection and supervision teams dispatched to state-owned assets supervision institutions and education administrative departments shall, in accordance with regulations, assist the dispatched organs in strengthening the guidance on the work of the accredited offices of state-owned enterprises, ordinary institutions of higher learning and other units, and form a joint supervision force。
 
  The discipline inspection and supervision team dispatched to the state-owned assets supervision institution shall strengthen the leadership of the supervision and enforcement work of the State-owned enterprise discipline inspection institution stationed in the management and leadership team of the Party group (Party committee) of the unit。The clue disposal and case investigation of the relevant state-owned enterprise discipline inspection authorities should be reported to the disciplinary inspection and supervision team at the same time of reporting to the Party committee at the same level。
 
  Chapter IV Job responsibilities
 
  Article 22 The accredited agencies shall perform the responsibilities of supervision, discipline enforcement and supervision, investigation and disposal in accordance with regulations and laws。
 
  Article 23 The accredited agency shall take supervision as its basic responsibility, and focus on supervision and inspection of the following situations in light of the actual situation of the resident unit:
 
  (1) Loyalty to the Party and practice of the Party's nature and purposes;
 
  (2) Implementing the Party's theory, line, principles and policies, implementing the decisions and deployments of the Party Central Committee, and practicing the "two maintenance" situation;
 
  (3) The implementation of comprehensive and strict governance of the Party's principal responsibility, strengthening Party conduct, clean government, and anti-corruption work;
 
  (4) The implementation of democratic centralism, the performance of duties and the use of power in accordance with regulations and laws, integrity and self-discipline。
 
  Article 24 Accredited agencies shall focus on supervising the following objects:
 
  (1) stationed in the unit's leading group and its members, especially the main person in charge;
 
  (2) other personnel stationed in the management of the Party committee at a higher level of the unit;
 
  (3) the leading group and its members stationed in the management of the Party group (Party committee) of the unit;
 
  (4) Other resident unit personnel included in the key supervision objects。
 
  Article 25 The stationed office shall support and urge the Party group (Party committee) stationed in the unit to implement the main responsibility of comprehensively strictly governing the Party, assist it to carry out internal inspection and inspection, and promote the unit to deepen reform, improve the system, improve governance, and prevent and control risks。

  Article 27 The Posting office shall accept and deal with the complaints that reflect the problems of the Party organizations, Party members, cadres and objects of supervision in the unit in accordance with the provisions。
 
  Article 28 The dispatch office may, upon approval, participate in the preliminary verification, examination and investigation of the dispatch office for the leading group and its members in the unit and other personnel under the management of the Party committee at a higher level of the unit suspected of violations of discipline, duty violations and duty crimes。
 
  Article 29 The accredited agency is responsible for reviewing the following cases of suspected violations of Party discipline by Party organizations and Party members:
 
  (1) Party organizations directly under the leadership of the Party group (Party committee) of the unit;
 
  (2) Members of the leading group stationed in the management of the Party group (Party committee) of the unit;
 
  (3) Persons specified in item 4 of Article 24 of these Rules。
 
  When necessary, the dispatch office may review cases of suspected violations of Party discipline by other Party organizations and Party members under the management of the Party group (Party committee) of the unit。
 
  The accredited agencies shall, according to the authorization of the dispatched organs, investigate the cases of suspected duty violations and duty crimes of the objects of supervision in the units in accordance with the law。
 
  Article 30 The stationed office shall, in accordance with its administrative authority, deal with and punish the Party organizations and Party members and cadres stationed in the unit, as well as the objects of supervision, and hold accountable the Party organizations and leading cadres stationed in the unit who fail to perform or incorrectly perform their duties。
 
  Article 31 The accredited office shall be responsible for accepting and handling the following appeals or applications for review:
 
  (1) Appeals by Party organizations and party members against the decision made by the accredited office;
 
  (2) The object of supervision is not satisfied with the decision made by the agency for review;
 
  (3) Complaints by the person under investigation and his close relatives against the acts of the accredited agency and its staff infringing on the lawful rights and interests of the person under investigation。
 
  For the complaint or application for review of the case decided by the resident unit after the filing and investigation of the accredited agency, the accredited agency shall assist the resident unit to do a good job in handling the relevant work。
 
  Chapter V Procedures for performing duties
 
  Article 32 The daily supervision carried out by accredited agencies shall go deep into reality and the masses, and the supervision methods include:

  (4) Access to information。Consult and copy the relevant documents, materials, data and other materials of the resident unit in accordance with the regulations to understand and verify the relevant situation。
 
  (5) Communication。Strengthen communication with the Party committee, Party committee office, organization and personnel, inspection, legal affairs, financial audit and other departments in the unit, and timely discover and report problems。
 
  (6) Analysis and judgment。Analyze the situation of complaint reporting, party conduct and clean government, etc., and put forward opinions and suggestions to resident units on typical and universal problems。

  Article 33 The dispatch office shall strictly implement the reporting system and report to the dispatch office timely on important issues and matters found in the leading group and its members in the unit。
 
  The stationed office shall regularly analyze the situation of the leading group and its members in upholding Party leadership, strengthening Party building, fulfilling the responsibility of strictly governing the Party as well as the situation of Party conduct and clean government, and submit special reports to the dispatched office every year。
 
  Article 34 The stationed office shall regularly work with the Party group (Party Committee) of the unit to study the topic of comprehensively strict Party governance, Party conduct and clean government construction and anti-corruption work。The supervision and inspection departments dispatched by the government organs shall send personnel to participate according to the circumstances。
 
  The main person in charge of the stationed office should often exchange views with the main person in charge of the Party group (Party committee) in the unit on political ecology, style construction, integrity risks, etc., put forward work suggestions, and urge the improvement of relevant systems and measures。
 
  35th accredited agencies should inform the members of the leading team in the unit of their departments and unit leading cadres to comply with the Party Constitution, Party rules and Party discipline, honesty and self-discipline, promote the members of the leading team to implement the "one post and two responsibilities" requirements, and do a good job in the construction of the Party style and clean government of the departments and units in charge。
 
  Article 36 The Posting office shall provide the following assistance to the resident unit in carrying out internal patrol inspections:
 
  (1) reporting problems found in the supervision and enforcement of discipline and law;

  (4) Other work to assist internal inspection。
 
  Article 37 The dispatch office shall appoint a special person to be responsible for the management of suspected violations of discipline, duty violations, and duty crimes, number registration, and establish a management ledger。
 
  The accredited office shall, in light of the situation mastered by daily supervision, conduct a comprehensive analysis and appropriate understanding of the problem clues, and deal with them by means of conversation and letter inquiry, preliminary verification, temporary storage for investigation, and closure。Suggestions on the disposal of clues shall be submitted within 1 month from the date of receipt of clues。

  Article 38 If an accredited institution needs to file a case for examination and investigation after preliminary verification, it shall be reported to the principal responsible person of the accredited institution for examination and approval。Among them, the Party organization directly led by the Party group (Party committee) in the unit, the leading team members of the Party group (Party committee) management of the official leading cadres and the deputy leading cadres suspected of serious duty violations and duty crimes should be reported to the dispatched organ for approval。
 
  Before filing the case, the accredited agency shall seek the opinion of the main person in charge of the Party group (Party committee) in the unit, and shall report to the dispatched organ for decision if there are different opinions。Due to special circumstances such as security and confidentiality, with the consent of the dispatched organ, it can also inform the main person in charge of the Party group (Party committee) in the unit in a timely manner after filing the case。
 
  Article 39 After submitting the application for approval in accordance with the regulations, the accredited office may, in accordance with the regulations and disciplines and in accordance with the law, take measures of interview, interrogation, inquiry, detention, inquiry, freezing, search, retrieval, sealing up, seizure (temporary seizure, sealing up), inspection and appraisal。Measures that should be handed over to the relevant authorities for implementation according to law shall be reported to the dispatched authorities for examination and approval and handled in the name of the dispatched authorities。
 
  The accredited office shall strictly supervise the examination and investigation measures, establish a ledger for the use of measures, and regularly report the relevant information to the dispatched office's case supervision and management department and supervision and inspection department for the record。
 
  Article 40 After the completion of the examination and investigation work, the stationed office shall, in accordance with the provisions of the trial, put forward proposals for disciplinary treatment or party discipline punishment, the proposed decision or punishment of government affairs, and inform the Party group (Party committee) in the unit.。
 
  Article 41 The Party group (Party committee) stationed in the unit shall, in accordance with its authority and procedures, make disciplinary decisions or disciplinary decisions against Party organizations and Party members that violate discipline。
 
  The accredited offices shall, in accordance with their administrative authority, make decisions on administrative sanctions against illegal objects of supervision according to law;If it is suggested that the resident unit should be punished, the resident unit shall make a decision on the punishment according to law and regulations。
 
  If the proposal for handling the punishment put forward by the accredited office is different from the opinion of the Party group (Party committee) of the stationed unit and no consensus can be reached, the accredited office shall report it to the dispatched office for study and decision。
 
  Article 42 Where the Posting office finds that the dereliction of duty of the Party organization and leading cadres managed by the Party group (Party Committee) of the unit has caused serious consequences or adverse effects, and an accountability investigation is needed, it shall report to the main person in charge of the Posting office for approval and start the accountability investigation procedure。
 
  The accredited office shall carry out an accountability investigation in accordance with regulations, discipline and law, identify the problem of dereliction of duty, make an accountability decision in accordance with the management authority, or make an accountability suggestion to the Party organization (unit) that has the power to make an accountability decision。
 
  Where Party organizations are held accountable in the form of reorganization, they shall be held accountable in accordance with the authority and procedures provided for in the Party Constitution and other intra-party regulations。Where leading cadres are held accountable by means of Party discipline and government sanctions, they shall be handled in accordance with Articles 38, 40 and 41 of these Rules。
 
  Article 43 Where, after collective deliberation, the accredited office considers that the facts of the crime are clear, the evidence is true and sufficient, and criminal responsibility needs to be investigated, it shall be transferred to the people's Procuratorate for examination and prosecution according to law and regulations。
 
  Article 44 If the stationed office finds that there are outstanding problems or weak links in implementing the decision-making and deployment of the Party Central Committee, implementing the main responsibility of strictly governing the Party, carrying out the construction of Party conduct and clean government, as well as the decision-making mechanism, supervision and management, and system implementation, it shall put forward suggestions for discipline inspection and supervision。
 
  The accredited institutions shall strengthen the supervision and inspection of the rectification of the problems in the units, urge the rectification and feedback within a time limit, and promote the implementation of the discipline inspection and supervision recommendations。
 
  Chapter VI Management and supervision
